LTG Bates is a native of Trumansburg, New York. He graduated from Cornell University in 1964 and was commissioned as an Infantry Officer in the Regular Army.

LTG Bates served as the 58th Inspector General from August ’95 to October ’97. His earlier General Officer assignments included: Vice J3, The Joint Staff; Commanding General, 5th Division (Mechanized), Ft Polk and Commanding General, 2d Armored Division, Ft Hood; J3, Forces Command, Ft McPherson, Georgia; and ADC, 7th Infantry Division, Ft Ord, California.

Earlier assignments reflect a broad range of experience including command of the 1st Battalion, 15th Infantry in the 3d Infantry Division, an airborne brigade in the 82d Airborne Division and 5 years in Army Ranger units. He served two tours in combat in the Republic of Viet Nam, the first as an advisor to a Vietnamese Ranger Battalion and the second as a company commander in the 173d Airborne Brigade. His staff experience included personnel management at the Army’s Military Personnel Center; Director of Personnel and Community Affairs in Heidelberg, Germany; G3, 3d Infantry Division and Chief of Staff, 82d Airborne Division. He retired in the grade of Lieutenant General in December, 1997.

Following his retirement, LTG Bates joined MPRI, Inc, (a division of L3 Communication) and spent six years as a Senior Vice President responsible for all contract activity in the continental US. He was recalled to federal service in January 2003 to help stand up and deploy the Office of Reconstruction and Humanitarian Assistance as a part of Operation Iraqi Freedom. He served as Chief of Staff for that organization in Iraq until June 2003 when it became the Office of the Coalition Provisional Authority. In April 2004, LTG Bates joined SYColeman, Inc (also a division of L3 Communications) as VP for Business Development and in July 2004 was promoted to President of the company.

LTG Bates, who has a Masters Degree in Public Administration from the University of Kansas, is married to the former Patricia Greene who is also a graduate of Cornell University. They have three children: Carolyn (Mrs. Larry Talbert), Matthew and Lieutenant Commander Justin Bates, US Navy.
